This past weekend, June 6–7, Quebec City hosted the 53rd International Umpire Course (IUC), bringing together more than 50 participants from across Canada, the United States, and Anguilla.
Hosted by the Canadian Taekwon-Do Federation International (CTFI) Umpire Committee and conducted by the ITF Umpire Committee, the course was led by GM Abelardo Benzaquén (Chair) and Master Kurt Ottesen (Member) of the ITF Umpire Committee.

Participants received comprehensive training on the latest ITF rules and regulations, ensuring that umpires, athletes, coaches, and officials are fully prepared for the ITF World Cup 2026 in Benidorm, Spain.
The event was also honored by the presence of special guests: GM Clint Norman, ITF Senior Vice President, and GM Pierre Laquerre, member of the ITF Technical Committee, whose attendance further highlighted the importance of this international educational event.
The IUC provided an excellent opportunity for education, discussion, and professional development, with attendees reviewing rules updates, competition procedures, officiating standards, and best practices that will be implemented at future international events.
The organizing committee extended its sincere thanks to the ITF Umpire Committee, and to all participants whose dedication and commitment made this event a success.
From the ITF Umpire Committee, we look forward to seeing the knowledge gained this weekend contribute to the continued growth and excellence of ITF Taekwon-Do officiating throughout North America and beyond.
The seminar ended with the presentation of IUC participation certificates and photographs with the ITF Umpire Committee members, GM Clint Norman and members of the Organizing Committee.
